Department of Minority Affairs and Waqf recognized the importance of multilingual skills in today’s globalised world and decided to equip the minority communities of Rajasthan with the foreign language proficiency skills, enhancing their confidence and job readiness.
For the economic empowerment of the minority community in Rajasthan, developing language proficiency and communication skills was crucial, particularly for securing respectable employment in tourism, hospitality, international trade, translation services, and cultural exchange programs, as well as those
seeking employment opportunities abroad especially in Middle Eastern countries, thereby supporting economic empowerment and job readiness. But such opportunities were lacking in various government schemes aimed at upliftment of minority community. Department of Minority Affairs and Waqf, Government of Rajasthan (GoR) signed MoU with Rajasthan Knowledge Corporation Limited (RKCL) for this initiative / scheme for addressing this gap and providing trainings in English, French, German, Spanish, Arabic, etc to minority community.

Capacity Building / Skills imparted:
RKCL’s foreign language trainings imparted under this initiative are based on the global language proficiency frameworks like CEFR which stands for the Common European Framework of Reference for Languages. CEFR or equivalent frameworks are used worldwide for educational and professional purposes, helping learners, educators, and employers assess language proficiency. All the trainings also integrated cultural insights and practical applications to ensure well-rounded language acquisition.
This initiative has not only empowered the minority youth with language proficiency but also opens doors to new career opportunities in a rapidly globalizing job market.
Looking ahead, RKCL plans to expand this initiative across other government departments to further enhance its service offerings and reach more individuals, helping them acquire the skills needed to thrive in a multilingual world.

Highlight of the Scheme

The Training under the scheme is conducted at selected RKCL’s IT Gyan Kendras situated at District / Divisional HQ based on the interest shown by applicants in a particular language.

Presently, minority candidates can choose to get training at their preferred centers in any of the following languages:

The Application Process is completely End-to-End Online / Paperless, and applicants can apply from anywhere and anytime during the application invitation duration.

JanAadhaar-based application process fetches individual details automatically, avoiding not only human typing errors but also saving time by pre-filled authenticated information from the department. Therefore, no document scrutiny is required for the pre-filled information.

Merit-Based Selection Process is used for selecting beneficiaries under the scheme. The department has defined the Target Group of beneficiaries, and selection is made on the basis of a merit logic decided by the department.

Eligible candidates also receive a stipend from the government upon training completion.
